On March 30, Hokkaido University concluded the Academic Exchange Agreement and the Memorandum of Understanding on Student Exchange with Irkutsk State University (Russian Federation). The occasion was attended by three representatives from Irkutsk State University, including President Alexander Irichi Smirnov, and by six representatives from Hokkaido University, including President Hiroshi Saeki, Vice-President Takeo Hondoh, Prof. Tsuneko Mochizuki, Dean of the Graduate School of Letters, and Prof. Tetsuo Mochizuki.

Established in 1918, Irkutsk State University consists of 10 faculties, 4 educational institutions and 2 branches; with approximately 800 teaching staff and 18,000 students.

Including this exchange agreement, Hokkaido University has now concluded 80 agreements with 86 organizations.
