3. Purchase, receipt, transfer, and shipment of radioisotopes
The following procedures are required for those who wish to use facilities
at the Institute. For details, contact the administrative office.
a)Submission of Application for Registration of Radioisotope User
(to the office of relevant school or institute)
b)Participation in education and training programs
(sponsored by the President of the university and the Director of the
Institute)
c)Physical checkup
d)Submission of Application for Use
(to the office of relevant school or institute)
Upon approval, new users will be given an ID card for radioisotope users
at Hokkaido University
(entry and exit ID card).(Students can enter and exit the Institute using
their student ID card.)
All users of the Institute must carry a radiation monitor.
Contact the office of the relevant school or institute, or the administrative
office of the Institute to borrow a monitor.
The following education and training programs are mandatory.

A:Program for new users (sponsored by the President) and

Those who are recognized as having sufficient knowledge and skills are
exempt from participating in the programs. Contact the administrative office
concerning the criteria for exemption and the requirement of programs for
users who have transferred from other universities.
The physical checkup is performed at the Health Care Center. Contact the
office of the relevant school or institute, or the Health Center for a
schedule and contents.
a)Institute hours: 8:30 - 22:00 weekdays
b)The Institute is closed on Saturdays, Sundays, holidays, and year-end
and new-year holidays.
(Users who wish to use the facilities of the Institute outside regular
hours are required to submit
an Application for After-Hours Use. Experiments using radioisotopes are
prohibited outside regular
hours.)
c)For long-term experiments, experiments using radioisotopes are prohibited
when the Institute is
closed between semesters.
・Schools, institutes, or courses should bear the following fees by the
university fund.
・The fees involved in the use of equipment for purposes other than education
and research are
separately specified.
・The fees for equipment use, measurement, and disposal of radioactive waste
may change during
the academic year.

※6 The fee for alpha nuclides collection is determined through consultation
with the Japan Radioisotope
Association. For the storage and disposal of alpha nuclides, users
are additionally charged 299,600
JPY/year, which corresponds to the fee for the long-term use of a lab
bench (as a storage fee) from
the next academic year.
・Only Institute users can purchase, receive, and transfer radioisotopes.
・The Institute orders radioisotopes. The users are prohibited from directly
ordering radioisotopes from
manufacturers.

a)Delivery date
(The delivery date depends on the availability. Confirm the delivery
date with the
Japan Radioisotope Association.)
・Thursday, if necessary application forms are received by Monday noon
・The following Tuesday, if necessary application forms are received by
Thursday noon
b)The Japan Radioisotope Association will directly notify the applicant
should there be any change
in the delivery date.
c)The radioisotopes are delivered to the Institute
(the administrative office will notify the applicant upon receipt.)
d)The radioisotopes are stored in the storage room of the designated floor.
The users of radioisotopes must be proficient in fundamental experimental procedures and have general knowledge of radioisotopes. Make sure to take the necessary education and training programs. Inexperienced users should not carry out experiments by themselves. Consult the administrative office if you have any concerns about the experiments.
a)When entering a controlled area
・Wear the designated laboratory coat (yellow).
・Confirm that you carry a radiation monitor.
・Change your slippers.
b)When leaving a controlled area
・Check for contamination of the laboratory coat (yellow), each part of
the body, and shoes using
a hand-foot-cloth monitor or other devices. (When contamination is found,
immediately contact
the administrative office for decontamination.)
・Return the laboratory coat (yellow) and wash your hands before leaving
the controlled area.
※ Wearing of gloves used in the controlled area is prohibited outside the
controlled
area regardless of the presence/absence of contamination.
a)Radioisotopes are stored in the storage room of each floor. Return radioisotopes
to the storage room
without fail after the experiment.
b)The maximum quantity of radioisotope is predetermined for each nuclide.
Be careful not to exceed this limit.
c)Handle high-level radioisotopes inside a draft chamber.
d)Use a shielding material when handling radioisotopes with a high radiation
dose.
e)Contact the administrative office beforehand for animal experiments.
f)Submit the Isotope Use and Storage Record and Isotope Storage and Disposal
Record to the
administrative office after each use.
a)Cover the surface of the lab bench with polyethylene filter paper. (Replace
the polyethylene filter paper
periodically.)
b)Wear gloves during handling of radioisotopes.
c)Do not open/close doors and refrigerators or touch the control panels
of equipment while wearing
gloves. (Take off the gloves or insert a sheet of paper between the gloves
and the object.)
d)If your skin becomes contaminated, immediately wash the affected area
with soap and contact the
administrative office.
e)If laboratories and equipment become contaminated, immediately perform
decontamination and
contact the administrative office.
f)Check the laboratory and other areas for contamination using a survey
meter after the experiment on
each day.
a)Accurately separate each nuclide waste according to the following waste
separation classification.
b)There are waste containers on the shelves in front of the storage room
on every floor.
(Dispose of inorganic liquid and organic liquid at the storage and waste
room on the 2nd floor.)
c)Enter the container number of the container that has been disposed of
in the Isotope Storage and
Disposal Record.
d)Submit the Isotope Storage and Disposal Record as well as the Isotope
Use and Storage Record to the administrative office after each disposal.

a)Users who wish to use the Institute facilities on Saturdays, Sundays,
and holidays are required to
submit an Application for After-Hours Use.
b)Submit the Application for After-Hours Use by 16:00 on the day before
use to the administrative office
to obtain permission.
c)The Application for After-Hours Use should be stamped by the user and
the person overseeing the
corresponding course.
d)After-hours use is prohibited when the Institute is closed.
Users who use the Institute facilities outside regular hours should observe the following precautions to prevent accidents.
Users may be responsible for any accident or a fire caused by users’ negligence.
a)Experiments using radioisotopes are prohibited.
b)Take care in the use of facilities and equipment that may cause fire or water leakage.
(In principal, use of gas or electric heaters is prohibited. Do not leave
the tap water running.)
c)Immediately take appropriate measures and call the fire department in the case of an accident or fire.
d)Beware of flames, gas, and water, and check the equipment used at the end of experiment.
e)The user who leaves last should turn off the lights of laboratories and corridors.
a)Outside users should be researchers affiliated with national, public,
or private universities,
technical collage, or research institutions.
b)Outside users should be radioisotope users approved by the above organizations.
c)Outside users should be affiliated with an organization that can manage and record their
education and training, radiation control, and physical checkups.
d)Outside users should obtain cooperation of a professor or staff member
of Hokkaido University
as a research collaborator to afford the fees for using the Institute
and be responsible for their
experiments.
a)Submit an Application for Registration of Radioisotope User to the Institute via the organization with
which the outside user is affiliated.
b)Undergo a physical checkup at the organization with which the outside
user is affiliated and
submit the results to the Director of the Health Care Center of Hokkaido
University.
c)Outside users should participate in the education and training programs sponsored by both the
President of the university and the Director of the Institute.
d)Submit an Application for Use to the Institute via the organization with
which the outside user is
affiliated.
a)Bring a radiation monitor from the organization with which the outside
user is affiliated.
b)Outside users can borrow a radiation monitor from the Institute when
necessary.
a)In principal, the organization with which the outside user is affiliated
should manage and record
the results of the physical checkup of outside users.
