緊急事態宣言の対象地域との不要不急の往来自粛等について

 

 令和3年1月7日(木)に,埼玉県,千葉県,東京都及び神奈川県の4都県を対象に新型コロナウイルス感染症に関する緊急事態宣言が発出され,更に1月13日(水)には緊急事態宣言の対象地域に栃木県,岐阜県,愛知県,京都府,大阪府,兵庫県及び福岡県の7府県が追加されました。北海道については,緊急事態宣言の対象地域となるまでには至っておりませんが,連日100人を超える新規感染者が確認されるなど依然として厳しい状況が続いており,集中対策期間も2月15日(月)まで延長されました。

 北海道及び石狩振興局からも「緊急事態宣言の対象地域との不要不急の往来を控える」こと及び「できる限り同居していない方との飲食は控える」ことなどについての更なる協力要請がありました。

 本学においても,昨年11月には15名を超える新規感染者が確認され,12月には一旦減少しましたが,1月には再び増加に転じており,予断を許さない状況です。これらの事例では,友人同士の飲食が感染の原因と思われるケースや飲食により他の本学学生が濃厚接触者となったケースが少なからず見られ,大学として大変遺憾であります。

 不要不急の外出,会食等により,濃厚接触者と認定された場合には,PCR検査のほか14日間の自宅待機(健康観察)が必要となります。更に陽性者であった場合には,家族,友人等にも多大な影響を与えることになります。

 学生の皆さんには,これまでも新型コロナウイルス感染症の感染拡大防止にご協力をお願いしてきておりますが,改めて上記について自覚ある行動に留意いただきますよう,強くお願い申し上げます。

Dear International Students,

 

Further requests for cooperation during extended "Intensive Prevention Period" of Hokkaido Government in response to State of Emergency

 

A State of Emergency has been declared in Saitama, Chiba, Tokyo, and Kanagawa prefectures on January 7th and also in Tochigi, Gifu, Aichi, Kyoto, Osaka, Hyogo and Fukuoka prefectures on January 13th, 2021, in order to prevent the spread of Covid-19. Though Hokkaido has not yet reached the stage, the Intensive Prevention Period has been extended until February 15th since over 100 new cases are reported daily.

 

Hokkaido Government and Ishikari Sub-prefectural Bureau asked the universities/colleges in Hokkaido to request for cooperation to prevent infection while having meals and meetings (Especially for young people). Their key messages are as follows:

-Please refrain from non-essential, non-urgent travel to and from regions under a State of Emergency

-Please refrain from eating and drinking with people who do not live in your household as much as possible.

 

Despite the number of new cases decreasing after having the highest number confirmed within the University community in November (over 15 new cases), new cases are still being identified and their close contacts are being traced at a steady rate. In some cases, small parties among students and/or eating and drinking with friends are found to be major cause of infection and their close contacts. We are greatly concerned that these causes might further increase the new cases and their close contacts.

 

If you are identified as close contact with infected persons due to non-essential, non-urgent outings and/or having meals and meetings, you are subjected to receive PCR test and 14 days of follow-up observation at home. If you are confirmed as positive, you will cause tremendous trouble to your family members and your friends.

 

We ask you, the students, continue efforts to take thorough measures of safeguarding our University community from the spread of infection during an Intensive Prevention Period. We'd like to remined you here in order you to lead a healthy and fulfilling life both on campus and off campus.
